If the funding principle has been in place since 2007, for what reason did LAs decide to switch off the cameras and what has changed to make them consider switching them back on?
If lack of funding caused them to switch them off, which was the rumoured reason, then what's changed?
Surely it can't be the stats have proved that they were doing a good road safety (RS) job when switched on and RS has deteriorated or KSIs have increased when switched off, or that would have been bandied around like nobody's business.

I think the real reason the cameras are going on again isnt the fines but the fees which can be charged by sending people on speed awareness courses.

Unlike the revenue from fines, the money from these courses is retained by the camera pratnerships so its in their interest to get as many people on them as possible. So, we have the same revenue generation incentive and mechanism as before but now the emphasis is on training rather than fines.

I hear from people who've been in these courses in Norfolk that there are dates and venues pre-arranged for months in advance, just waiting for the camera vans to harvest a new crop of students.

I also hear they are ignoring the ACPO guidelines and issuing tickets for speeds only just over the limit, in the knowledge that most people will fold and take the course rather than risk a court case and points on their licence.
