It skips the screen automatically after a set period (IIRC 30 seconds).

I think it should say something like

If you select Yes then it would shut down. 
I think the legal bods must have insisted that it be there so Garmin don't get sued. As far as I know, you can't switch it off. I agree that the warning is annoying though.

It indeed can't be switched off (unless you want to tamper with the firmware itself), for legal purposes.
You can alter the text though (see a HowTo on the GPS V part of my site). ;)
