No, I think that a number of drivers don't understand average speed cameras - they probably slow down for the camera and then speed up once they've driven past the camera.
If there were regular police patrols then the police may have caught that driver earlier than the fourth speeding offence and dealt with them immediately - a stern "talking to" from a traffic cop, at the time of speeding, can do wonders and is probably quite effective.

NO!!! All these explanations and suggestions are wrong. This sort of speeding - 95mph in a 60 zone, 80+ in an average zone is not worthy of a course, of a strong word in the ear. This sort of speeding is done DELIBERATELY by somebody who is an arrogant and selfish bully. There is no excuse for not understanding what an average speed camera is about, there is no excuse for driving at speeds like these.
There should be extra penalties for those offenders - fine, ban and jail BUT ALSO take the car away from them and crush it. AND leave 9 points on their licence so that if they are stupid enough to do it again, they get the same again and again until they learn. _________________ Dennis
