I understand the rules about submitting a new camera location & winning a lifetime subscriber membership. But I have a question: does submitting the location of a 'camera on test' count? ie. it is being used and tested so you could argue it would be wise to stick to the speed limit, but at this moment no-one will actually receive a NIP.

I believe cameras on test aren't usually included in the database as they aren't active cameras. It would seem unlikely to get a lifetime membership for submitting a camera that wasn't going to be used! _________________ Garmin DriveSmart 50 LMT-D |

Daggers is correct, a camera marked as 'on test' and not actually approved for use would not qualify.
But, if it does subsequently become an active camera then your report would qualify at that point. _________________ Darren Griffin |

So I think the advice is to report it anyway, just in case it becomes 'live' later!
(unless of course it is already on the submission map. These "on test" cameras are marked as dummies, like the one on the A4 coming into London at 51.48332, -0.32754:
