Not easily. However, what I do not understand is that Navigon's mapping data supplier does have a UK licence for TMC, and hence I would suspect that Navigon have paid the license fee to cover usage, but do not realise it - the mapping data supplier will have sorted out the license fees as part of supplying the UK TMC data in the first place.
