"Only Testing"?

In the last week, 4 new Monitrons appeared on the Nene Parkway in Peterborough, within a 500 yard stretch, 2 on each carriageway. I reported them earlier in the week and there was nothing to suggest 3 of them were not working (one was still covered in black plastic).

However, on Friday, yellow signs were fixed to all 4 stating that the cameras were only being tested. Is this not a bit sly? Lull everyone into a false sense of security and then, early one morning, nip out and remove all the "only testing" signs, and bingo, rake in the cash for a few days?

Interested to know how these new cameras will be treated in the database, bearing in mind they can become active overnight, just by whipping away the signs!
