Illegal to use PDA in-car from Dec 1st???

On breakfast TV this morning, they were talking about the new legislation banning using a mobile with the car engine turned on (due to come in to force on Dec 1st in the UK). The presenter then reached over to an Ipaq with Navman sleeve and said "it will also be illegal to use a PDA like this as well" (!!!!!!!!!!!!)

Does anyone know if this is true?
