Which GPS

I purchased an IPAQ 3870 PDA and an IPAQ Navigation system 1.2 GPS. I found that most of the time it was looking for a GPS signal and gave me turn instructions AS I was passing a turn. I am thinking of replacing the GPS with a TOMTOM bluetooth. Any advice please?

You will have to change the complete hardware and software, as the Compaq iNS CoPilot software is locked to the sleeve you have.

Is the TOMTOM both a hardware and software system? Do I need more than this and my PDA?

It can be if you want it to be. TomTom currently sell the software on it's own and also as a hardware/software bundle, so you could purchase both if you wanted to, or use your current sleeve and just purchase the software, but you will probably find the TTFF's just as bad as the issue here mainly is the sleeve.
