Scarecrows In Place To Slow Traffic

A group of Somerton, Oxon locals are attempting to slow down drivers who speed through their village.
They are using over 20 "scarecrows" dressed as a policeman, Donald Trump, Roald Dahl’s famous character the BFG and babies on horseback.
According to the Chairman of Somerton Parish Council, it was a speed awareness competition that sparked the creative skill of the local villagers.
She said: "We are looking at alternative ways to increase awareness to drivers passing through our village and surrounding roads and at the same time have a little fun. It's hoped that the scarecrows will cause a little 'edge friction' and encourage a slower speed through the village."
Are such initiatives a valid replacement for speed cameras or do they just distract drivers?
