Following on from our story on Sunday about how hundreds of speeding motorists have escaped prosecution due to a dispute between the Highways Agency and Greater Manchester Police over the speed camera paperwork, it has now been revealed that the cameras will remain out of action until the new year.

Greater Manchester Police have been warned by a QC that the "temporary regulation order" is unlawful in its current form, if challenged by a ticketed driver, the prosecution would fail.

The Highways Agency said that they "produced a temporary traffic regulation order, a legal document that allows us to reduce the speed limit around road works and enables the police to enforce the temporary speed limit."

They continued "We are satisfied that the order produced adequately meets the requirements for enforcement. However Greater Manchester Police asked the Highways Agency to revise the order to address some concerns they had raised. The revised order will come into force early in the new year."
