IPAQ 3950 AND UKPOSTCODE

Hi I have Ipaq 3950 with product revison level 3, ROM date 02/11/03 version 1.11.00 and OS version Windows CE 3.0
I am trying to load Ukpostcode by Niel. I am having trouble with setup.exe it does bring up the application manager which reports the progs on the Ipaq but the tick boxes ar greyed out and the ipaq does not display that it has registered the .ocx control. I think that I have pc 2002 but not sure. Please can anybody help? Thanks
