Mio168 Active sync on Panasonic CF-71

Why wont my Mio168 Active sync (3.7 and cant seam to update as I need a DLL file) on any of My Panasonic CF71? There Pent II 300Mz 195 Mz RAM Running ME the USB port works for WiFi Dongles and card readers OK but when Active sync activated on CF71 it says port available, check device connected and switched on, which it is! Its Driving me mad! The Mio works’ on XP home PC Ok and another Rock 1 gig Laptop running Win 2000 but not on the CF71s

Advice please I am no computer expert!
