Could be Garmin's mistake.
Anyway, a 25-character code is only used for unlocking maps. Garmin generates it using the serial number or internal ID of the unit (in your case the i3).

Does the unit came with City Select Europe CDs?
If yes, the unlock code is to unlock the maps.
If no, probably you are the proud owner of an unlock code for a City Select Europe which will work with your unit.

If you can put hands on a City Select, try it (in an empty MicroSD card). In this case I don't think is piracy, is more like a gift.

Of course it's not piracy. He has a licence to use City Select. Garmin told him so. :D
