V3 Routing algorithm.

I have been using the default routing parameters, and the V3 routing always tries to push me onto the A406, even when it far from the quickest route.

For example getting from Woodford (near the bottom of the M11 to Piccadilly, it chooses a route that takes the A406 from the Nort East of London, to the West of London, and then approaches central London from the West (estimated duration 37 minutes, but it takes an hour and a half to drive that route).

I changed the routing parameter from "quickest", one notch towards shortest, and it now chooses a more or less direct route down the A12, approaching central London from the East. The estimated duration is 27 minutes, 10 minutes quicker than the quickest!
