That sounds more like an April Fool than an actual design. Firing any sort of projectile of that size at a human would result in a large trauma unless the GPS Tx/Rx capsule was the size of a grain of sand which it is not. It's also doubtful that a device such as that woudl survive firing from a gun and impacting a target subject.
