I seem to remember reading that Dubai appointed IBM to help them install GPS devices in every car to monitor usage and speeding.

The other thing to consider is that the 700 has 1GB of free space - that could be used to store other maps (e.g. US & Australia) - so it offers some degree of future proofing.
