Is there a need to record hand held locations?
Do the police tend to use the same locations and a database would be of some use ? The couple of locations I know of seem to be favourites so there may be some merit in keeping track of them around the country.

Yes

They do in many cases use regular spots and we already record them in our 'Mobile' data.
