Welcome to the forum, first of all you will need the POI file in the correct format for your TomTom, the TomTom devices use POI files of the .ov2 format.
Put the low bridge ov2 and bmp files straight into your map folder, you can use Windows Explorer to do this.
Start up the device and go to Change Preferences/ Manage POI/ Warn When Near POI and select the Low Bridge POI from the list. Set your warning distance as required, for a large vehicle I would use a high figure so you get plenty of warning time.
If you get stuck with any of the above please post back detailing how far you have got - Mike

There are a number of sites offering Low Bridge POI files such as This One, PGPSW site member Robin Walton had a free to download database but it has recently been removed from his web site.
I suggest you have a look at the forum index in this forum section, there are plenty of pages containing information and links to POI data like you need - Mike
