You wait for the software publisher to issue new maps - usually as part of a chargeable upgrade.
There's no way that you can enter your own maps into street navigation software like Navigon or TomTom Navigator, but there is software for the Pocket PC that can use imported topographic maps.

I don't use any of this software myself, but you could search for GPSDash, Navio, GPS Tuner and OziExplorer - one of those may do what you want.
