Over half of the highest speeders in Scotland that were recorded on fixed and mobile speed cameras have evaded prosecution.

Eleven out of twenty drivers managed to escape fines or bans despite exceeding speeds of over 112mph, with three caught at over 120mph.

Police said that one problem was that cameras were sometimes unable to produce evidence as a result of obscured or missing registration plates.

They also cited bad weather interfering with the camera image and being unable to prosecute foreign registered vehicles.

Commenting on the lack of foreign driver prosecution, a spokesman for The Institute of Advanced Motorists (IAM) said: "The lack of joined-up enforcement across Europe is being addressed, but not until 2017 at the earliest. This is a delay which will allow many more to ignore the law and continue to endanger others."

A spokeswoman for Police Scotland commented: "The issue of identifying foreign drivers and vehicles is a matter of ongoing international relations and agreements."

The figures were obtained under the freedom of information act and compare to 9 of the 20 highest speeders escaping prosecution in the 15 months leading up to June 2014.
