Over 100 miles of motorway in England's north-west is due to be converted to ‘smart motorways’ at a cost of £500 million.
Average speed cameras will monitor stretches of the M6, M60, M56 and M62 in an attempt to ease congestion and make the roads safer.
Work is already underway at a number of sites, and two stretches, one on the M60, and one the M62, are already complete.
As part of the smart motorways scheme, being able to drive down the hard shoulder at all times will be one tool in Highways England's arsenal - there will be emergency refuge areas for breakdowns.
Speed limits and red crosses over lanes that are closed will be displayed on overhead gantries.

'Emergency refuge areas' makes me chuckle.
If you break down you break down, at that point. I've seen a few articles advising if you break down drive to the next area.

If they can reduce the concertina effect then possibly. The problem is that some drivers are treating the Specs cameras as Gatso's and braking before speeding up again. _________________ Satnav:
