A Freedom of Information request has revealed that over 80% of Hampshire's fixed speed cameras are inactive.

Only seven of Hampshire's 41 static speed cameras are currently in operation - Hampshire Constabulary argues that it is unnecessary to have all cameras active, and also that it's not cost effective.

Fixed speed camera use is supplemented by the area's eight mobile cameras. In 2013, 48,106 speeding offences were recorded by mobile units compared with 26,140 from fixed cameras.

Mobile camera activity increased in 2014 catching 52,114 with 19,469 offences caught by fixed cameras.

Figures for the fixed cameras are still declining with stats to the end of March 2015 recording just 2,939 drivers snapped.

Hampshire Constabulary commented: "The decision to have a camera operating at any particular fixed site is made on a case-by-case basis and is intelligence-led. It has always been the case that only a small proportion of the cameras have been operative at any one time because it is not cost-effective or necessary to have them all operating."

Reasons given for inactive fixed cameras include:

* A decrease in casualties.

* A displacement of casualties to another section of road where a mobile camera is now used.

* Issues with speed limit signage.

* Traffic regulation orders awaiting resolution by the highways authority.

* Faults with speed camera units.

* An agreement not to enforce, often in a case of a road layout change.
