TTN2 to TTN3 after major power fail

A friend of mine who had TTN2 on his PPC forgot to put his IPAQ on charge so it has defaulted to it's out of the box state! All of the TTN2 data that was installed on his SD card is of course still intact. He has now subseqently bought the TTN2 to TTN3 upgrade.

Does he need to re-install TTN2 then the upgrade or can he jump straight in with the upgrade CD?

You can do a new full installation straight from the TT3 upgrade CD.
