The first paragraph refers to a road where the 30 limit has been extended by siting street lights and the original 30 limit would have already had 30 signs at the start.
If it was a rural road not extending an existing 30 limit it would need 30 signs at the start.

I prefer getting the info from the horses mouth. In Chapter 3 of the Traffic Signs Manual it notes in section 14.5

On a road with a 30 mph speed limit by virtue of street lighting (i.e. a restricted road; see para 14.2), where the adjacent length of road is unlit and is subject to the national speed limit, the 30 mph speed limit will begin at the first lighting column. The terminal signs are placed on, or in line with, that column as appropriate. To ensure that drivers are aware of the commencement of the 30 mph limit, it is essential that the terminal signs are correctly placed and clearly visible (see para 14.19).

Even though the 30mph zone "starts" with the street lighting, the terminal signs have to be in place. Note that the regulations use "requires" and not "should". This makes them necessary.

The street lights take the place of the repeater signs if they are close enough together.

"Direction 8" refers to The Traffic Signs Regulations and General Directions 2002 (about 3/4 down the page - not hotlinked Sad ).
