tom tom one v3 or v4

and what is the difference !! i need to replace a old navman icn 510

Possibly an obvious answer but have you tried the TT website?

ONE Third Edition (what you and a lot of shops are calling the v3)

One "30 Series" (what you and a lot of shops are calling the v4)
The "Assist" bit just refers to a bundle with AA (or similar ) membership thrown in).

Basically, new shape, new mount, newer maps and software out of the box.
The third ed. uses a separate connector for the TMC Traffic aerial (option), The 30 series uses the USB socket and the power supply plugs into the TMC receiver if used.

There are also "Europe" versions of both, with double the internal memory.
