TT3 odd behaviour in East London

I had an odd problem with my TT3 when driving in east London earlier today. As I approached the locks at Bow on the A12, the signal strength went down from 7 satellites to 0. There was a more or less clear view of the sky, and I couldn't understand what was going on.

I stopped the car and looked at the GPS screen, and there was a status display showing "NMEA Security Lockout flag". Has anyone ever had this before? Is it some sort of location-based GPS disabling facility? As I drove down the A12 past the Bow locks, the signal suddenly came back. Just to see what happened, I turned back and drove through that area again, but it worked fine.
