Not quite...
'Search for ALL terms' looks for topics where all the words are found, but not necessarily in the order you've put them in.
"Find exact phrase" looks for all the words in that order and with nothing else in the middle. Putting the words you want in quotation marks often achieves the same thing

Google actually works just the same way. If you click on "advanced search" to the right of the Google input box, you get options like:
Find web pages that have...
All these words:
This exact wording or phrase:
One or more of these words: or or or
