TTN3 - Can users skip a version?

I have not yet decided whether to upgrade to version 3. Question is when Version 4 comes out with the roads I need etc will I be able to upgrade for 49 Euros or will I have to shell out for the full version?

Should I upgrade anyway?

cheap upgrades will only happen from the previous version (and not from 2 to 4). You may be able to get version 3 cheaply at the end of it's life cycle (in a year) for example from ebay. But it may be equally cheap to do the direct upgrade ?
