IF your funds have cleared, then the downloads are accessible instantly.
When they are not, it USUALLY means that you have a problem with your PayPal account (often that the registered credit card number has expired). In that case, PayPal will AUTOMATICALLY pay by "echeque" which will be debitted from your account, but is NOT instantly credited to PGPSWorld, it takes several days. You can't blame PGPSW for that, check your PayPal transaction records.
Occasionally, they can be another problem (again usually down to the communications between PayPal and PGPSW, or a genuine mistake). In those cases, a post in the forum will get the situation investigated, although I wouldn't blame them for dealing with the polite ones first....
