Pass instruction to navigate over Bluetooth

Does anyone know if it is possible to send a message from a Bluetooth phone, over bluetooth, to a TomTom One, to tell it to navigate to a particular location?

I work in the UK fire service, and we want to provide Sat Nav devices to all our officers. We want to be able to mobilise them to an incident and to automatically fire up TomTom to provide the fastest route to the incident.

I'm having some difficulties with Navigator 6, so I wondered if instead I could send the mobilise message to an MS smartphone and then produce an application that instructed a BT paired One to navigate to a particular location.

Any ideas?
