Having read the article it does present some alarming trends that appear to have been adopted over the past few years. I also don't like the idea of all revenue going to the government from next year to be sent out to areas that require traffic calming measures.
In short this is similar to the road tax, where the government use it to pay for anything, very little is actually spent on the roads (you only have to look at the condition of most roads).
There is only one way to actually counter this, and that is not to speed, if they don't get the cash for a prolonged period it will be abandoned, sadly the UK public find it difficult to adopt this philosophy - Mike

Would also explain the recent announcement about reducing 50 and 60 limits in rural areas to 40

Thatwill explain why a section of the A27 near Fareham has been reduced from 60 to 40 for no obvious reason. Just wonder how long it will be before a coupe of revenue generating gatso appear.
