I want to use the hands free feature on my Go700.

I select mobilie phone on TomTom menu and am asked

"want to establish a connection", select yes
"start searching for phones", select yes
"Searching"
"phone found", select it
"about to connect for the first time", OK
"checking phones features"
When it hits 5% I get "your phone did not report any bluetooth features"

All Bluetooth services are turned on on my PDA (model iMate PDA, Qtec 2020i) running Windows 2003 SE and i've tried to disable all authorizations but still nothing.

It is not uncommon for Pocket PC Phones. I did get handsfree to work once with TomTom 5 and a GO500 connected to the iPAQ 6315. Since that is hase never worked again. Must be an incompatibility between the new TomTom 6 and the Microsoft BT stack that most Pocket PC Phones have nowadays. Yours has a Widcomm stack - you need to enable the handsfree service in the BT manager.

Had same problem trying to pair wife's TT700 with my Ipaq. It was solved when I downloaded the latest firmware for the 700 (6.15), which has a lot more phone info in it.
