I have seen the recommendations for the NMEA settings in Winfast of GGA=1, GLL=0, GSA=5, GSV=5, RMC=1 and VTG=1.

Can someone explain why these values are optimal and what the effects are of tweaking them?

Depends on the program you want to use. Many of the sequences deliver redundant information, so you can also live without some of them

GGA - time, position, fix quality, number of sats tracked, altitude - all you need except speed

GLL - just gives you Longitude and Latitude, redundant because this is also in GGA and RMC

GSA - active satellites - useless for navigation, needed for displaying how many sats are fixed

GSV - sats in view - useless for navigation, needed for the fancy sat graphics

RMC - time, position, speed - all you need for navigation!

VTG - track made good and speed , slightly redundant

So if you can live without fancy pictures then all you really need is RMC=1 and GSA=5

And If you don't care how many active sats you have then all you really need is RMC=1

Side note: There is an interesting problem every now and then when some receivers decide to be smart and set themselves to RMC=1 automagically - this will then have users scratch their heads and wondering why they see no sats but navigation still works fine...
