Voices on a Nokia 6600 help needed please

I have the Nokia 6600 working alongside tomtom mobile I would like to add some voices to it but Apparently it needs 16kbit datastream voice files, I have been told to use a file splitter and then convert the ogg files from 22kbit to 16kbit and assemble them again.

Can anyone tell me what software program I would need to do the conversion.
