When does the GPS receiver lock onto sats??

I have a Leadtek 9813 wired gps mouse.

When does it lock onto a satellite?
Is this only when connected to the PDA (via the car cig lighter) & TT5 is loaded , or would I expect the solid green light to flash & lock onto a satellite when I plug it into the cig lighter & have not connected it to my PDA?

Reason I ask is because it seems to be struggling to lock onto satellites.

The light is solid green when I plug it into the cig lighter & it stays solid when connected to the PDA.
I disconnected from my PDA & expected it to flash & lock, but still nothing.

Please help.

the GPS receiver does not need to be connected to a PC or PDA to get a fix. But it will need the cig lighter plugged in - it needs power.
