GO 700-does AVOID TOLL include CONGESTION CHARGES?

Can anyone please tell me when I plan a route through London, and it says some of the route includes TOLL charges, and prompts- do I want to avoid, does this include CONGESTION CHARGES?..... ELSE , how would I do this on GO 700?

Many thanks, I had already downloaded onto PC, database for London Congestion points of entry, I'm well pleased I shant have to mess about installing that onto TT. Once again thanks for your prompt reply.
