I don't know specifically about the clip on, but generally, leaving electronic devices on is a good thing (turning on and off just wears them out)
BUT!!!
I wouldn't do it. To have it turned on all the time would mean leaving it plugged in all the time. This is fine, except when starting and stopping the car when all sorts of power spikes can go through the cigarette lighter... straight into your gps. It might not kill it the first time, but it will certainly reduce it's lifespan.
