I have a Mitac 168 and CoPilot 5.
Is it possible to import my own map from a scanned image and then position it correctly so that the Lat and Long line up correctly with a predetermind known point?

I don't think that CoPilot will accept 3rd party or scanned maps.

Ozi Explorer or Fugawi are your best options if you want to scan and calibrate a streetmap so it will show you your position. They won't be able to do routing like CoPilot does and the scanned maps will most likely take up a lot of memory.

I dont use Fugawi.
You can read more info on using your own scanned maps on their website
Alternatively ask in the Fugawi forum where users may be able to give you the answers you are looking for.
