These changes were first mooted at FF 91 but only just implemented. Possibly they will get some backlash and revert the change. As to why yours is working, I am baffled, it may change next update.

I know, but it does not work. That option is broken. It will not just open a file rather than download it and it will always go into the downloads folder.

Got it sorted. I uninstalled the USA map from the PC via Apps in Settings. It appears there as a program as we used to call it! Downloaded it again and all good.
