I think you'll find its probably fine. The empty rectangles are not really empty, but you don't get to see any detail (i.e. camera locations) until you zoom in to quite a large scale. Try zooming into ... |

It sounds like you are not zoomed in enough to see the map. You need to select the map with the map selection tool, then download it (along with any other maps) to your Quest.
