Navman 4400 must have batteries ?

Hi,
Does the Navman 4400 bluetooth have to have batteries, mine is plugged in on a perm power lead, but it will not switch on unless i add batteries.

is it faulty ?

It is recommended that the 3 AAA batteries are installed at all times even when powering the 4100 from the vehicle power lead.
