Collecting fines from overseas drivers

I am wondering how many overseas drivers that have been caught by "safety" cameras on UK roads are actually pursued in their home country?

I ask because this weekend, a letter from the DGT (Spanish traffic agency) landed on my doorstep. I had been caught on a unmarked database camera on a recent trip at 85kmh in a 80kmh zone (so not a lot of discrepancy). The fine was for 100€, reduced to 50€ if paid within 7 days.

Now. Did they get my information from the hire car company or has the registration details database now been opened up to our European counterparts (as I believe is due to happen)?

With the Bedfordshire Police commissioner wanting to make cameras live 24/7 in managed motorways, how much revenue will be lost if foreign registered vehicles are "allowed to get away with it"?
