This article seems to confirm what I believe is the Forum's view, ie most cameras are effective, but a few may be sited in such a way as to contribute to poor driver behaviour.

Quite interesting. There's a few cameras near me that I'm sure are never loaded with film.

Even so everyone slows down then speeds up when the coast is clear. They do help.

Is slowing down then speeding up really better than driving a few miles over the limit?

Yes. Because it makes the statistics for that 10m stretch of road look much better when the council/partnership release their figures for how 'effective' their camera is...
