can the internet be used through a gps receiver on a laptop

No, the internet transport is bidirectional, whereas GPS is only one-directional - you only receive the GPS signal but don't send anything back to the satellites.

There are satellite Internet connections, but they work with different antennas - more of the size of your standard Sat TV dish. The GPS receiver antenna is too small for that.

Now people could say "What about Sat phones?" - Right, it's going in that direction. But then again the sat phone data rate is very low, about 9600 Baud is the max you can get, like with plain old GSM.
