A64 MOBILE:23780@60 - 60 or 70 mph?

Yesterday i was travelling from York to London along the A64 towards the A1(M). I noticed a lot of Mobile Alerts on my i3 however i don't remember there being a 60 mph limit on the A64. I've taken the list below from the map on this website and in the middle is a Mobile site at 60mph whilst all others are at 70 mph.

Is this correct? I don't remeber any repeater signs or signs informing of a change in speed limit from 70 - 60 or back to 70.....

Can anyone verify i am wrong?
