Outbox - sentbox

I just want to check my understanding of the Private message system is correct.

Inbox- messages received

Sentbox - messages that I have successfully sent and received by another member

Outbox - messages that I have sent(quite often replies to queries) but have not been retrieved by other members

The reason I ask is that I often receive PM's and reply but some were still in my outbox a couple of months later. Does this mean that people are not checking their messages, which if this is the case is annoying as I have gone to the trouble to reply? I can understand a couple of weeks delay but a couple of months!!
