Error when accessing link to paypal

[troublesome]

Hi,
I just joined today and wanted to update my Navman ic520 with latest safety camera database but got following error when clicking on link to paypal for 1 month membership:

This recipient is currently unable to receive money.

Is this a bug or am I doing something wrong. I assume it should take me to a pre-part filled page which allows me to complete the rest of details ?

Any help would be appreciated.

Sorry, we're currently experiencing problems with PayPal. Hopefully all will be well with 24 hours.

Nochex is a good alternative, you don't have to sign up to it - it's just a standard credit card processor.
