Download problem

Whenever I try to download the February speed camera database, I get a message saying that Internet Explorer "was not able to open the site" because it is "either unavailable or cannot be found". This applies to all formats of the database. I am usig ZoneAlarm Pro firewall, and still no luck after shutting it down.
