Confused - GPS

I find this site to be excellent and hope that I can get more good advice.
I have been seriusly considering a Mio 168 but through a couple of PMs have been advised that a different option may be most appropriate - Garmin 60CS or similar.
I don't need the pocket PC functions and will be using the GPS mainly for hill walking, so that being rugged and waterproof is an asset as would be the long battery life.

One or two issues though:

Will I be able to use Memory Map and waypoints downloaded from PC?
Does it provide for car navigation and how good?
Is the 60CS a big advance on the 60?
Is there a similar but cheaper product to the Garmin?

Any other issues??
