I'm not aware of that utility, even though I have to use the HI-202E drivers for my HI-303MMF / USB cable combination.

One thought comes to mind - if you're using an NT based operating system (Windows 2000 or Windows XP), this may indicate a lack of privilege. Manipulation of registry keys to do with hardware usually requires you to be an Administrator.

Indeed, on Windows 2000, and probably on XP as well, you can control COM port numbers directly using the Device Manager. Somewhere on the settings page when you double click a serial device, there's an option (behind an Advanced button or similar, if I remember rightly) that allows you to set the COM port number. You may have to put a device you're moving off a low number onto a really high number first, then move your GPS onto that low number before moving the other device onto the COM port number the GPS freed up.

Sorry to be so awfully vague - I hope there's something in here of use. If this doesn't get you going, post again indicating which operating system you're using and where the utility came from and hopefully someone may be able to advise you further.
